On 24th February, a shocking video showing a stray dog carrying an amputated human foot in its mouth near a government super speciality hospital in Himachal Pradesh went viral on social media. The incident has raised serious questions about biomedical waste management, on ground supervision inside public healthcare institutions, and the stray dog menace in the state.

The incident occurred at the Atal Institute of Medical Super Specialities, located in Chamiyana, Shimla. Visuals circulating on social media show a stray dog roaming near the hospital premises with a severed human foot clenched in its jaws, triggering panic among bystanders.

According to officials, security personnel attempted to retrieve the amputated limb from the dog. However, the animal reportedly turned aggressive and fled the scene.

The disturbing visuals quickly went viral, prompting immediate administrative action.

Fact finding committee constituted after viral video

Taking cognisance of the incident, the hospital administration constituted a three member fact finding committee on Tuesday morning. The panel comprised Nursing Superintendent Leelawati, Nodal Officer, Biomedical Waste, Rajesh Verma, and Matron Leela Bodh.

The committee was tasked with ascertaining facts, fixing responsibility, and identifying procedural lapses to prevent recurrence of such an incident. It was directed to submit its report the same day.

Amputation carried out on 19th February under CTVS department

The inquiry report revealed that on 19th February, an above knee amputation was performed on a patient under the Cardiothoracic and Vascular Surgery department at AIMSS.

The amputated limb was reportedly packed in a biomedical waste bag and stored in the hospital’s Biomedical Waste complex for disposal by the authorised agency, identified as Enviro Engineers.

However, events that unfolded two days later exposed glaring lapses.

Door left open, limb taken by stray dog

As per the findings, on the night of 21st February, sanitation workers deposited biomedical waste in the waste complex but left its door open and unattended.

It is suspected that during this time, a stray dog managed to pull the amputated limb out of the packed waste bag and carry it away. The next day, an empty biomedical waste bag was discovered outside the complex.

Sanitation workers reportedly attempted to trace the missing body part but were unsuccessful.

On 24th February, a dog was again spotted carrying the amputated foot in its mouth near the hospital premises, confirming the lapse.

Show cause notices issued, contractor warned

Based on the committee’s report, the hospital management has issued show cause notices to the sanitation supervisor and sanitation workers who were on duty on the night of 21st February.

Officials stated that further disciplinary action will be taken after reviewing their replies.

The sanitation contractor has been directed to strictly adhere to biomedical waste storage and disposal guidelines. The biomedical waste disposal agency has also been instructed to ensure timely clearance of waste from the hospital premises in accordance with prescribed protocols.

The episode has not only embarrassed the hospital administration but has also reignited concerns about biomedical waste handling and the growing presence of stray dogs around critical public institutions.
